CC Regular Session 4. 7. <br />Meeting Date: 08/12/2019 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title <br />Adopt Resolution #19-182 Granting an Interim Use Permit to Operate a Religious Institution at 7101 143rd Ave <br />NW; Case of St. Katharine Drexel <br />Purpose/Background: <br />The City has received an application from the Church of St. Katharine Drexel (the "Applicant") to operate a Place <br />of Assembly and Parish Offices at 7101 143rd Avenue NW (the "Subject Property"). The Subject Property is zoned <br />E-2 Employment District, which does not allow for religious institutions or places of assembly as a permitted use <br />but does allow for office uses. Therefore, the Applicant is seeking to be granted an Interim Use Permit to operate a <br />place of assembly and parish offices on the Subject Property. <br />Notification: <br />Notifications of this proposal were sent via Standard US Mail to Property Owners within 350 feet of the Subject <br />Property, as reflected by Anoka County Property Records. A notice was also published in the Anoka Union Herald, <br />the City's official newspaper, for the August 1, 2019 Planning Commission. The City did not receive any written <br />comments, two members were present for the Planning Commission meeting. There were no further comments <br />received. <br />Observations/Alternatives: <br />General <br />The Applicant is seeking to renew their Interim Use Permit to operate a Place of Assembly and Parish Offices, <br />which has been approved in the past. The City has not received any complaints about the operation onsite. <br />Zoning <br />The Subject Property is zoned E-2 Employment District, as are the properties adjacent to the Subject Property. A <br />religious institution, or place of assembly, requires an Interim Use Permit (IUP) in this district as it is not a <br />permitted or conditional use. <br />Streets and Access <br />The Subject Property gains access off 143rd Ave NW. The Applicant utilizes a shared parking lot that is also <br />utilized by other groups that rent space in the same multi -tenant building. The proposed use has been found to not <br />adversely impact traffic in the area or the community at large. The City has not received any complaints about the <br />parking onsite. <br />Funding Source: <br />The Applicant is responsible for all costs associated with this request. <br />Recommendation: <br />The Planning Commission recommended approving the request for an Interim Use Permit to Operate a Religious <br />Institution on the Subject Property. <br />Action: <br />
