HOUSING CHARACTERISTICS <br />Introduction <br />The variety and condition of the housing stock in a community provides the basis for an attrac- <br />tive living environment. Housing functions as a building block for neighborhoods and goods <br />and services. We initially examined the characteristics of the housing supply in Ramsey by re- <br />viewing data on the age of the existing housing stock; examining residential building trends <br />since 2000; and reviewing housing data from the American Community Survey that relates to <br />the City of Ramsey. <br />Residential Construction Trends 2008 to Present <br />Maxfield Research obtained data from the Metropolitan Council on the number of building per- <br />mits issued for new housing units in Ramsey from 2000 through 2017 and compared this with <br />the number of units permitted as identified by the City of Ramsey. Table HC-1 displays units <br />permitted issued for different housing types as reported by the City of Ramsey, while Table HC- <br />2 displays total units permitted for different housing types as reported by the Metropolitan <br />Council. The following are key points about housing development since 2000. <br />• Per the City of Ramsey, there have been 1,698 permits issued between 2008 and 2018. <br />That equates to about 150 residential units permitted annually since 2008. <br />• The City of Ramsey experienced a spike in multifamily units permitted in 2012 and has aver- <br />aged 208 units permitted since. <br />• The City of Ramsey averages roughly 58 multifamily units permitted since 2008. Ramsey is- <br />sued a high of 230 multifamily units in 2012. There were a total of seven years between <br />2008 and 2018 were no multifamily permits were issued. <br />• Through May 2019, City of Ramsey has issued roughly 51 single-family (detached) permits, <br />which is only 19 single-family units below the average for the past 10 years. <br />MAXFIELD RESEARCH AND CONSULTING 48 <br />
