• The Metropolitan Council will soon begin requiring that Livable Communities Act <br />grant recipients adopt local fair housing policies.3 <br />In short, a fair housing policy allows a city to clearly declare its fair housing <br />commitment, to ensure it is effectively serving its citizens with fair housing concerns, <br />and plan proactively both to avoid fair housing problems for the city and take <br />advantage of opportunities to increase housing choices for all its citizens. <br />Why this Guide? <br />This guide is designed for cities of all sizes. It is designed to assist cities in complying with <br />their obligations under federal and state fair housing laws, and to provide ideas and <br />inspiration for proactive steps cities can take to further equitable and fair housing in their <br />jurisdictions. Both large and small cities are encouraged to take what they can from this <br />guide and use it to develop a fair housing policy that fits their city's needs and resources. <br />Throughout the document there are recommendations for additional steps cities can <br />take to increase their city's response to fair housing issues. These best practices are <br />marked with a star. <br />There are also case studies, marked with a house icon. These case studies are cities <br />dealing with questions and issues raised in this manual. The hope is that these case studies <br />will help the reader understand how and why early consideration of fair housing issues is <br />in the best interest of the city and its constituents. <br />3 Details will be outlined in the 2018 LCA Fund Distribution Plan. <br />5 <br />
