Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 7. 2. <br />Meeting Date: 09/10/2019 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Adopt Ordinance #19-09 Vacating Right of Way and Resolution #19-190 Approving Final Plat and Development <br />Agreement for River Walk Village; Case of Don Kveton/Village Bank (Project 18-163) <br />Purpose/Background: <br />The purpose of this case is to vacate underlying right of way and adopt the final plat related to River Walk Village, <br />a medium density (detached single-family), 14 lot residential subdivision. The City Council previously approved <br />the preliminary plat and introduced the ordinance to vacate the road right-of-way and this is the final step in the <br />approval process for the project in terms of compliance with zoning and subdivision codes, contingent upon the <br />developer completing a development agreement with the City. This case is also subject to a contaminated soil <br />cleanup grant, to be discussed as a separate case. <br />Notification: <br />For the easement vacation, a Public Hearing Notice was mailed to Property Owners within 700 feet of the Subject <br />Property. Staff used the Anoka County Property Records Database to obtain Owner Information. The Public <br />Hearing Notice was also published in the Anoka County UnionHerald. <br />Previously, notifications of the Preliminary Plat were sent via Standard US Mail to Property Owners within 700 <br />feet of the Subject Property, as reflected by Anoka County Property Records. <br />Observations/Alternatives: <br />Summary <br />River Walk Village was granted preliminary plat approval on June 25, 2019 by the Ramsey City Council for 14 <br />medium -density detached residential lots. The lots are 50 feet wide and generally meet all of the requirements of <br />the R-2 Residential District. Tonight will focus on adoption of the the necessary ordinance to vacate right of way no <br />longer needed for the project and adoption of the final plat, which is the document recorded at the County <br />indicating new property lines. <br />This project also includes the vacation of existing easement that was provided to then Ramsey Township for access <br />to King's Island in Anoka which had originally been platted for single-family homes. The right of way for Rivlyn <br />Avenue currently extends off the existing cul-de-sac and heads south to King's Island and the Mississippi River <br />Trail. The plat for River Walk Village proposes that Rivlyn Avenue will be continued east -west through the site <br />and cul-de-sac on the east side of the Subject Property. The Mississippi River Trail will be encumbered by an <br />Outlot, to be deeded to the City to maintain the trail. <br />The City Council previously approved the preliminary plat for River Walk Village, and the proposed final plat is <br />consistent with the preliminary plat. <br />
