Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 7. 3. <br />Meeting Date: 09/10/2019 <br />By: Tim Gladhill, Community Development <br />Information <br />Title: <br />Adopt Resolution # 19-216 Accepting Metropolitan Council Tax Base Revitalization Account (TBRA) Brownfield <br />Cleanup Grant, Approving Grant Agreements, and Authorize Request for Anoka County Housing and <br />Redevelopment Authority (ACHRA) Funds <br />Purpose/Background: <br />The purpose of this case is to accept a brownfield/contaminated soils cleanup grant from the Metropolitan Council <br />and approve the necessary grant agreements as well as authorizing Staff to submit a request for Anoka County <br />Housing and Redevelopment Authority (ACHRA) funds to complete the local match. <br />The Metropolitan Council recently awarded to the City approximately $900,000 to assist with necessary cleanup of <br />a previous unpermitted construction landfill at 6080 Highway 10 NW. The cleanup project will be undertaken by <br />the Developer of River Walk Village and reimbursed as grant eligible activities are completed. There is currently <br />approximately $80,000 of the estimated cleanup costs that would need to be made up through a local match. <br />Notification: <br />Notification is not required. <br />Observations/Alternatives: <br />Alternatives <br />Alternative 1 - Accept the grant and fund the full local contribution ($80,000) through the Anoka County HRA <br />Account. <br />Alternative 2 - Accept the grant and request that the Developer split the local contribution 50/50 ($40,000) or some <br />other cost -share model. <br />Alternative 3 - Accept the grant and request that the Developer cover the remaining local contribution ($80,000). <br />Alternative #4 - Do not accept the grant. <br />Funding Source: <br />This case is being handled as part of normal Staff duties. Accepting the grant would cover a majority of the <br />necessary cleanup costs, totaling over $900,000. <br />Recommendation: <br />
