The enforcement response plan must
outline how conditions will be monitored to know when enforcement actions are triggered,
what enforcement tools will be used, who will be responsible for enforcement, and what
timelines for corrective actions will be expected.
Affected operations, communications, and enforcement staff must then be trained to rapidly
implement those provisions during emergency conditions.

Disregard of critical water deficiency orders, even though total appropriation remains less than
permitted, is adequate grounds for immediate modification of a public water supply authority’s
water use permit (2013 MN Statutes 103G.291)
Does the city have a critical water deficiency restriction/official control in place that includes
provisions to restrict water use and enforce the restrictions? Yes No
If yes, cite the regulatory authority reference: City Code 58-118 .
If no, who has authority to implement water use restrictions in an emergency?
Ramsey will adopt a Critical Water Deficiency Ordinance within 6 months of approval of this plan.
39 November 29, 2018
