<br />A land use map for the year 2016 and a projected year 2030 land use map are shown on Figures 2 and 3, <br />respectively. Projected land use in Ramsey <br />growth planning. Comparison of the year 2016 land use with the projected future land use indicates that, <br />the currently undeveloped properties within the Ramsey DWSMAs will be developed. <br />All land uses anticipated during the next ten years within the DWSMAs are currently present in the areas <br />covered by this WHPP. As a result, adjustments in the land use within the DWSMAs such as those <br />projected for the year 2030 will be adequately addressed by the management strategies put forth in this <br />WHPP. <br />4.1.3Surface Water <br />There are surface water bodies and wetlands within the Ramsey DWSMAs. The City <br />Management Plan (Ramsey, 2018b) along with City ordinances and zoning address these surface water <br />bodies and wetlands. Ramsey <br />water bodies and wetlands is consistent with the objectives of this Plan. <br />The City is not aware of any plans to alter the course or location of any surface water bodies currently <br />present within the DWSMAs in the next ten years. <br />4.1.4Groundwater <br />As the population of Ramsey grows, water demand in the City will grow. As discussed above, the City <br />anticipates adding additional pumping capacity to the water supply system in 2023. It is anticipated that <br />new wells would pump from the Tunnel City-Wonewoc aquifer. Locations of a new well or wells have not <br />yet been determined. <br />City staff inspect the municipal wells regularly. The MDH inspects all wells annually. This annual inspection <br />includes sampling of all wells to ensure they comply with applicable regulatory standards. In addition, <br />Ramsey uses a SCADA system to measure the volume of water pumped from a well, the instantaneous <br />pumping rate for each well, and the water level (static or pumping) in each well. <br />The City monitors groundwater elevations in the Tunnel City-Wonewoc aquifer in the water supply wells <br />and multiple observation wells. As shown in Ramsey (2018a), while there is some seasonal fluctuation the <br />measured groundwater elevations do not show any long term, downward trends with time. <br />The City supports water conservation. The City has odd-even lawn sprinkling restrictions between 10:00 <br />a.m. and 8:00 p.m. between Memorial Day and Labor Day. Per the city code, the following are exempted <br />from the sprinkling ban: watering of newly sodded lawns for a period of two weeks, hand watering <br />playing in hose operated sprinklers or water toys. The City also requires rain sensors and back flow <br />devices for irrigation systems for townhomes, multifamily residential properties, and commercial <br />properties connected to the municipal water system. In addition, under Section 58-118 of the City Code <br />the City can put in place restrictions on water use if it determines that a shortage of water threatens the <br /> <br /> <br /> 11 <br /> <br />11 <br /> <br />
