P.W CASE

CONSIDER INTERIM PRIVATE STREET POLICY
By: Brian E. Olson, City Engineer

Background:

The purpose of this case is to give you information that was requested at the last month's
Public Work Committee regarding the use of private streets.

On January 15, 2002, Staff brought forth a proposal to implement an interim policy for
the use of private streets. The consensus of the Committee was to talk to neighboring
communities to see what they have done with private streets.

At the annual City Engineers conference that was held at the end of January and at the
Anoka County City Engineer's meeting that was also held in January, Staff had two
opportunities to discuss the use of private streets with other communities. Here are the
results of the communities that were polled (Anoka, Andover, Blaine, Coon Rapids and
Fridley):

· None of these communities have a written policy
· All of the reviews are handled on a case by case basis
· All were interested in receiving a copy of the implemented policy
· Thought that the 150 - 300 foot length criteria would be a difficult goal
· Anoka required the standard street width of 32 feet
· Others allowed street width to vary between 24 - 32 feet depending on parking

Recommendation:

To adopt the attached policy to be used until Chapter 9 rewrite is complete.
Committee Action:

Motion to adopt the attached policy.

Reviewed by:

City Administrator
Public Works Director

PW: 02/19/02
