P.W. CASE

PRESENTATION OF CITY OF RAMSEY STREET LIGHING SYSTEM
By: Steven Jankowski, City Engineer

Background:

The City adopted a street lighting policy in the early 1990's which established a two
tiered system for municipal lighting. This system consists of priority street lights and
subdivision street lights. Priority street lights are deemed to benefit the entire traveling
public and are financed through the general fund. Subdivision street lights represent a
higher level of lighting and provides an increased measure of neighborhood safety in
terms of pedestrian safety and security. These lights are financed through a quarterly
user fee to residents within the lighted subdivisions. Attached is the current City street
lighting policy.

The street lighting system was initiated in 1991 with the sewered subdivisions north of
CR 116 and west of CSAH 5. However a few priority lights predate that development
and were a part of either demonstration lighting or a City MSA street project.

The City has been adding priority lights on an annual basis at unlit priority intersections.
Currently and over the past several years the City has budgeted $25,000 annuallY which
purchases twelve to fifteen lights.

Staff will have available a map of the street lighting system for review at the meeting.

Action:

No Action Required

Reviewed by:

Director of Public Works
Principal City Engineer
Finance Officer

PW: 04/16/02
