2A) Anthorize Hiring of Assistant Finance Officer <br /> <br />Assistant City Administrator Nelson explained this case is to authorize the hiring of an Assistant <br />Finance Officer. A final agreement has not. beep reached with the preferred candidate, but she <br />believes staff will receive an answer soon. Staff requests the Council give authorization to hire <br />this position at a starting hourly wage o~' $32.31: $33.71 plus benefits and three weeks vacation <br />annually. Staff would then continue negotiations with this candidate and bring the hiring back <br />for ratification at the February 8,. 2005 meeting. This was the recommendation of the Pcrsom~el <br />Committee. <br /> <br />Motion by Councilmember Jeffery, secOnded by Councilmember Cook to ratify the <br />recomlnendation of the Personnel committee in Case 1 through 3 and adopt Resolution #05-01- <br />026 ending the probationary period for fUll~fime Public Works Maintenance Worker, Andy <br />Eccleston, January 20, 2005; and Resolution _~0~-01-027 approving the 2005 City contribution <br />toward the cost of Health Insurance Benefits for members of AFSCME bargaining unit and all <br />benefit eligible non-union employees aPprOveing a contingency transfer of $18,000.00 to cover <br />the cost of this benefit; and authorizing the hiring of an Assistant Finance Officer at a starting <br />hourly wage not to exceed $32.31-$33.71. plus, benefits and three weeks of vacation am~ually, <br />contingent on successful completion of ba:ckground checks, employment physical, and <br />drag/alcohol screen. This hiring will be' brought back to the Council for ratification at the <br />February 8, 2005 City Council meeting. <br /> <br />Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />3) Performance Review for City Administrator <br /> <br />Mayor Gamec indicated the City Council, as a Whole, met during the Personnel Committee to <br />discuss the pertbrmance review for City Administrator Norman. Due to the good report on City <br />Administrator Norman, the Council recommende, d during the Personnel Committee meeting an <br />increase of $100 per month to City Administrator Norman's retirement account. <br /> <br />Motion by Mayor Gamec, seconded by CounCilmember Cook, to ratify the recommendation of <br />the Personnel Committee and authorize a $100 Per month increase to the retirement fund of City <br />Adlnin istrator Norman. <br /> <br />Motion carried. Voting Yes: Mayor Gamec,i Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. VotingNo: None. <br /> <br />Case#4: Adopt Resolution to Establish Membership and Representation on the <br /> Euvironmental policy Board; Case of City of Ramsey <br /> <br />Community Development Director Trudgeon reviewed that on December 14, 2004, the City <br />Council adopted an ordinance to amend City Code to establish an Environmental Policy Board to <br /> <br /> City CounciFJa~n~uary 25, 2005 <br /> Page: 15 of 24 <br /> <br /> <br />
