Mot/on by Councihnember Strommen, ~econded,by Councilmember Jeffrey, to adopt Regolution #05-01-028 establishing a 7 member EnVironmental Policy Board and to direct City Staff to proceed to advertise to fill the positions on the Environmental Policy Board. Motion carried. Voting Yes: Mayor Gamec, ~C°;uncilmembers Strommen, Jeffrey, Cook, Elvig, Olson, and Pearson. Voting No: None. Case #5: Request for an Interim Use permit to Allow for a Temporary Modular Office Structure; Case of CitY of Ramsay Public Works Department Community Development Director Trudgeon istated the Ramsey Public Works Department has submitted an application for an Interim Use permi~'t to place a temporary modular office structure on the same parcel as their existing facility. Thb Public Works Department is in need of more inside storage and therefore plans to convert the existing office space into additional storage and relocate those offices into the temporary mOdular office structure. He explained the Public Works Department would like to install the structure on their site located on Jasper Street to provide an adequate office space for their:staff as well as a lunchroom and training area. Staff has reviewed the site plan that was submitted ale,rig with the application. The proposed location o f the temporary modular office .structUre does nOt appear to impact any of the existing parking stalls on site. Due to the proposed location of the structure, the access to the site off of Jasper Street will be closed. This area will be converted into green space with turf and other landscaping. New curbing will be installed along Jasper Street to facilitate the closing of this access. Primary access to the site will noTM be Trom 142~d Avenue. He explained the Public Works Department is proposing to remove the:tlemporary modular office structure once a new office building is constructed. HoweVer, that timeframe is not known at this point. The maximum duration of an Interim Use Permit is five years from the date of approval, unless othcrwisc approved by the City Counci1. The Planning Commission held a public hearing and recommended approval. C, ouncihnember Elvig commented these facilities are substandard and he appreciates staff's approach with this temporary structure. Motion by Councilmember Elvig, seconded iby Councilmember Cook, to adopt Resolution #05- 01-029 adopting Findings of Fact #0714 reiating ~oa request for an Interim Use Permit to place a temporary modular office structure on the same parcel as the Public Works' existing facility until January 25, 2010. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. Motion by Councilmember Elvig, seconded bY Councilmember Cook, to adopt Resolution #05- 01-030 approving the request for an Interim Use Permit to place a temporary modular office structure on the same parcel as the Public Works' iexisting facility until January 25, 2010.
