Associate Planner Wald explained the diStance;between the private street and the actual lot <br />boundary line is 25 feet. An extensive buffer-or berm could be requested in this area. <br /> <br />Counci lmember Jeffrey expressed concern with the greenspace. <br /> <br />Mark Strandlund, representative of Shade Tree~ Communities, LLC, replied based on rough <br />calculations they should be able to make the greerlspace work. <br /> <br />Counci lmember Strommen questioned why R~2 Standards are being used for the setbacks. <br /> <br />Associate Planner Wald replied the R-1 District does not provide for townhome setbacks, which <br />the R-2 District does allow for. The pUD allOWs t. he applicant to request deviations. <br /> <br />Councihncmber Strommen stated she Shares some of the concerns of the Planning Commission. <br />The usc of a PUD should provide benefits to the City, and she would want to see some of the <br />open space and benefits that come with a PUD included in this. It would seem more appropriate <br />to her that the applicant request a rezoning to ;R-2, and she does not see the benefits to the City <br />with this plan. <br /> <br />Councilmember Olson asked if extensive berming in the area north of the road would cause any <br />problems with the drainage and the lay of the land. <br /> <br />M r. Strand lund indicated Shade Tree Communities would work with staff on this issue. <br /> <br />Councilmcmbcr Cook suggested the applicant be required to include some type of residential <br />facility, as has been required with other higher density developments. He suggested the wetland <br />could be incorporated into this. ~ <br /> <br />Councilmember Elvig questioned how there haSbeen an improvement in the sketch plan. He <br />noted the density has increased from the original '; plan, there is a wall of units closer to the east, <br />and an extension of units on the :end of a 600 tO 700 foot road that does not fit into any City <br />ordinance. <br /> <br />Councilmcmber Strommen concUrred. <br /> <br />Assistant Public Works Director Olson explained! the plan has improved from a road perspective <br />as it relates to connectivity. It is also an imProvement in regards to the sanitary sewer system. <br />He noted the improvements may also be able:to be accomplished with a different layout. <br /> <br />Associate Planner Wald requested the Council g~ve direction to the developer on issues such as <br />density and open space. <br /> <br />Counci hnember Elvig inquired about the size of the units. <br /> <br />City Council/January 25, 2005 <br /> page 6 iof 24 <br /> <br /> <br />
