Councihnember Strommen stressed that TOwn C~nter should not be used as an excuse for more development going north. AnY expansion should be the right thing for the community as a whole. The consensus of the Council was to direct staffito place a motion on the agenda of the regular City Council meeting to provide specific direction for the Municipal Center project. The Council further directed staff to provide clarification to fiscal impact revenue projections as to how they relate to the anticiPated expenditures of the Ramsey Town Center Project and the Municipal Center Project. City Administrator Norman indicated staff Will also be requesting authorization to make a fro'real request o f the EDA to initiate the :bonding pr°Cesg for lease revenue bonds. City Administrator Norman reviewed that at the last work session the Council directed staff to proceed with obtaining bid alternates for the Mun;icipal Center to be built with a second floor on the police facility and a third floor on the City I~alt portion of the building. The architect has in formed staff the alternates would need t° be:designed in order to obtain bid alternates. Assistant City Administrator Nelson indicated COnstruction documents should be completed by mid March. The second and third floor altemaiives must either be included in the project or eliminated from the project, staff woUld likei direction from the Council. Staff does not recommend including the second Or third floor in the design. Cheryl Badinger of 3D/I informed the CoUncil the growth of the building as it is planned will accommodate growth for at least the neXt 10 years. The architect of BKV explained 3D/I BKV Group recently designed a 60,000 square foot facility for the city of Edina that serves 48,000 residents.I Ramsey's facility is planned at 68,000 square feet and the current population in RamseY is 22,000. He indicated the option to add on to the building is prudent. If the City Will not be leasing the upper levels the recommendation of 3D/I BKV Group is not to build the second or third level at this time. Ms. Badinger advised there would also be oPerating costs, such as heating, to consider if the upper levels were to be built. City Administrator Norman indicated it is staff's recommendation to build the facility without the third floor on City Hall or the second flo6r. On the Police Facility, and that the building be constructed with the ability to add the additional floors in the future.
