ADMINISTRATION § 2-81 <br />(b) Agenda. An agenda of business for each regular council meeting shall be prepared by the <br />clerk and filed in the office of the clerk not later than five days prior to the meeting. The agenda <br />shall be prepared in accordance with the order of business and copies thereof shall be delivered <br />to each councilmember and to the city attorney as far in advance of the meeting as time for <br />preparation will permit. No item of business shall be considered unless it appears on the <br />agenda for the meeting, but the council may, in its discretion, consider matters not appearing <br />on the agenda. <br />(Code 1978, § 2.01.04; Ord. No. 92-04, 6-12-1992) <br />Sec. 2-53. Quorum and voting. <br />The votes of the councilmembers on any question pending before the council may be by voice <br />vote, standing vote, or in any other manner of voting which signifies the intention of the <br />councilmembers, and the names of those voting for and against the questions shall be recorded <br />in the minutes. If any councilmember, being present, does not vote, the minutes shall be <br />marked "Present Not Voting." <br />(Code 1978, § 2.01.05; Ord. No. 92-04, 6-12-1992; Ord. No. 93-02, 3-1-1993) <br />Sec. 2-54. Ordinances, resolutions, motions, petitions and communications. <br />(a) Writing requirement. Every resolution shall be read in full before a vote is taken <br />thereon, but reading in full may be dispensed with by unanimous consent. All motions shall be <br />recorded in the minutes and stated in full before they are submitted to a vote by the presiding <br />officer. All petitions and other communications addressed to the council shall be in writing and <br />shall be read in full upon presentation to the council. They shall then be recorded in the <br />minutes by title and filed with the minutes in the office of the clerk. <br />(b) Signature. Every resolution passed by the council shall be signed by the mayor, attested <br />by the clerk, and filed in the ordinance or resolution book. Proof of publication of every <br />ordinance shall be attached to and filed with the ordinance. <br />(c) Repeal of previous resolution. Every resolution repealing a resolution or section thereof <br />shall give the number, if any, and the title of the resolution to be repealed in whole or in part. <br />Noresolution shall be amended by reference to the title alone, but such amending resolution <br />shall set forth in full each section to be amended. <br />(Code 1978, § 2.01.06; Ord.
