<br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #19-213 <br /> <br />RESOLUTION DECLARING COST TO BE ASSESSED AND CALLING FOR A PUBLIC <br />HEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON <br />MUNICIPAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET <br />LIGHTING, RECYCLING, STORM WATER CHARGES AND PENALTIES <br />INCURRED) AND CURRENT SERVICES RENDERED <br /> <br />WHEREAS, <br /> the City of Ramsey provides varying services that are billed directly to <br />residents through the municipal utility bill and through invoices; and <br /> <br />WHEREAS, <br /> the Finance Department has calculated the proper amount to be specially <br />assessed against every assessable lot, without regard to cash valuation, as provided by law, and <br />has on file in the city offices a copy of such proposed assessment for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the amount to be assessed against property owners is declared to be $390,641.79 <br />(includes administrative charges and interest from September 24, 2019 - December 31, <br />2020). <br /> <br />2) That the principal of the assessments shall be for one (1) year, payable with property taxes <br />payable in 2020 and shall bear an administrative charge of $30.00 for each delinquent bill <br />and shall bear interest at the rate of 5.50 percent per annum from the date of the adoption <br />of the assessment resolution. <br /> <br />3) That a public hearing shall be held on Tuesday, September 24, 2019 at 7:00 p.m. at Ramsey <br />Municipal Center, to pass upon such proposed assessment and at such time and place all <br />persons owing delinquent payments will be given an opportunity to be heard with reference <br />to such assessments. <br /> <br />4) That the City Administrator is hereby directed to cause notice of the public hearing on the <br />proposed assessment to be published in the official newspaper at least two weeks prior to <br />the hearing. He shall also cause mailed notice to be given to the owner of each parcel <br />described in the assessment roll not less than two weeks prior to the hearings. <br /> <br /> <br />5)That the owner of any property so assessed may, from the adoption of the assessment and <br />by November 15, 2019, pay the whole assessment without interest charges accrued. <br />Payments received after November 15, 2019 will be refused and the assessment will be <br />certified to the County Auditor for the specified period of one year. <br /> <br /> <br /> <br /> <br />
