7.0 Objectives and Plans of Action <br />In accordance with Minnesota Rules chapter 4720.5250, this section discusses the objectives and plans of <br />action to goals for Ramsey's Wellhead and Source Water Protection Program. <br />7.1 Establishing Priorities <br />Within the DWSMAs, the vulnerability to contamination of the source water aquifer from which the City of <br />Ramsey wells draw their water is classified as Moderate. The April 4, 2019 Scoping 2 Decision Notice from <br />the MDH required Ramsey to conduct a PCSI to identify potential contaminant source locations in the <br />DWSMAs. Potential contaminant sources identified in the DWSMAs include: <br />• Above -ground and underground storage tanks <br />• Leaking underground storage tank (LUST) sites <br />• Potential Class V well locations <br />• Chemical storage locations <br />• Spills/potential contamination sites <br />• Wells <br />The number of each type of potential contaminant source in the DWSMAs is shown in Table 3. <br />The City of Ramsey has identified the objectives and corresponding actions described in the following <br />sections for accomplishing the wellhead and source water protection goals discussed above in Section 6. <br />These goals for the City of Ramsey's Wellhead and Source Water Protection Program will be achieved <br />through the following existing and planned programs: <br />• Wells <br />o Promoting proper management of existing active wells in the DWSMAs <br />o Encouraging the proper sealing of all unused wells within the DWSMAs <br />o Identification of new high capacity wells in or near the DWSMAs <br />• Potential contaminant source properties <br />o Notifying owners of potential Class V well properties of requirements related to Class V <br />wells <br />o Encouraging proper handling of chemicals/wastes <br />o Encouraging proper operation and maintenance of storage tanks <br />o Tracking the status of identified brownfields sites in the DWSMAs <br />o Updating information on potential contaminant sources in the DWSMAs as new locations <br />are identified. This will include obtaining information on potential contaminant sources in <br />the DWSMAs from the regulating agencies to maintain an up-to-date potential <br />contaminant source database for the DWSMAs and allow timely recognition of potential <br />issues that could affect the Ramsey municipal water supply or DWSMAs. <br />20 <br />
