7.3.1.5 Goals Achieved <br />Property owners will have information to determine if they own a Class V well and, if so, become aware of <br />their responsibilities related to Class V wells. Compliance with the applicable regulations regarding Class V <br />wells by the property owners will reduce the potential for groundwater contamination and impact to the <br />source water aquifer. <br />Success criterion: Distribution of information according to the schedule outlined in section 7.3.1.3 and <br />tracking of the number of information packets distributed. <br />7.3.2 Information for Registered Storage Tank Owners <br />The City, possibly with the assistance of the Wellhead Protection Consultant, will prepare and send a letter <br />to owners of properties within the DWSMAs that have active registered storage tanks. The letter will not <br />be sent to owners of properties for which available information indicates that the storage tanks have been <br />removed. This letter will direct recipients to MPCA publications and guidance on proper operation and <br />maintenance of storage tanks and include information on the City's Wellhead and Source Water <br />Protection Program (the Program). Information in the letter will also be posted on the City's website. A <br />copy of the letter will be available in a publically accessible location in City Hall. <br />7.3.2.1 Source of Action <br />City staff, possibly with the assistance of the Wellhead Protection Consultant, will prepare the letter to <br />owners of targeted storage tank properties. City staff will also post information contained in the letter to <br />the City's website. <br />7.3.2.2 Cooperators <br />Wellhead Protection Consultant, if needed <br />7.3.2.3 Time Frame <br />The letter will be sent to owners of properties in the DWSMAs where active tanks are located within two <br />years of approval of this Plan. In addition, letters will be sent to property owners as new storage tanks are <br />identified in the DWSMAs. A reminder letter will be sent to all targeted storage tank property owners in <br />year seven of Plan implementation. <br />7.3.2.4 Estimated Cost <br />Approximately $1,200-$2,000. Estimated costs include City staff time, letter production and postage costs, <br />and Wellhead Protection Consultant costs (as necessary). <br />7.3.2.5 Goals Achieved <br />Targeted property owners will be educated concerning the Wellhead and Source Water Protection <br />program, on where to find information on proper operation and maintenance of storage tanks, and the <br />requirements necessary to maintain a safe and secure system. Property owners will be encouraged to use <br />best management practices regarding their storage tanks, and report any releases of contaminants to the <br />City in addition to any other actions required by applicable regulations.
