8.0 Evaluation Program <br />Per Minnesota Rule 4720.5270, the progress in implementing a WHPP must be evaluated routinely to <br />determine the effectiveness of the WHPP in terms of accomplishment of goals. Monitoring and evaluation <br />measures to ensure effectiveness of the management strategies are detailed below. <br />Evaluation activities discussed in this WHPP amendment include the following: <br />• Track the implementation of the objectives, activities, and tasks discussed above in <br />Section 7.0. <br />• Determine the effectiveness of specific management strategies for the protection of the Ramsey <br />municipal water supply. <br />• Identify possible changes to the management strategies to improve overall effectiveness. <br />• Determine the adequacy of financial resources and staff availability to perform and implement the <br />management strategies planned each year. <br />• Update the WHPP if new wells are added to the municipal water supply system. <br />The City of Ramsey will continue to cooperate with the MDH in the monitoring of the City's municipal <br />water supply to determine if the management strategies presented in this WHPP are having a positive <br />effect on water quality and to identify any water quality problems that may arise and need to be <br />addressed. <br />The Ramsey Wellhead Protection Manager will strive to provide a report to the City Council every two <br />years that summarizes the progress in implementing the management strategies and objectives in this <br />WHPP. The report will be completed using the MDH Wellhead Protection Program Evaluation form <br />(Appendix F). The City will retain a copy of the report in its Wellhead Protection file and send a copy of the <br />report to the MDH Source Water Protection Unit in St. Paul. The intent of the biannual reports is to <br />compile a comprehensive review of the implementation of the source water management strategies for <br />use when the City updates or revises this WHPP. As specified by the Wellhead Protection Rules, this WHPP <br />will be updated a minimum of every 10 years, or more often as required due to changes to the municipal <br />water supply system. <br />39 <br />
