This revised Plan contains most of the changes <br />requested in Kate Drewry's July 24, 2008 letter. We appreciate the City's commitment to explore <br />additional conservation measures to reduce per capita and peak demand levels. The Plan also commits the <br />City to additional monitoring at the Lake Itasca well nest and surface level gage, along with the well nest <br />in the primary wellfield. Monitoring data is to be submitted to the DNR on a quarterly basis in an Excel <br />spreadsheet (template to be used for this reporting will be forwarded to you electronically). <br />With these changes and commitments, I am pleased to advise you that in accordance with Minnesota <br />Statutes, Section 103G.291, Subdivision 3, and on behalf of the Commissioner of Natural Resources, your <br />Plan is hereby approved. This approval is effective upon the Department's receipt of a completed <br />copy of the attached "Certification of Adoption" form. Please return the completed and signed form <br />to my office. <br />The DNR and Metropolitan Council encourage the City to continue strengthening and expanding its <br />conservation programs to reduce demand. In particular, we urge you review the rate structure and water - <br />use metrics annually, and if per capita trends are not declining, consider increasing rates and/or <br />restructuring rate tiers and/or moving to a monthly billing system. <br />Thank you for your efforts in planning for the future of the City of Ramsey's water supply and for <br />conserving the water resources of the State of Minnesota.
