Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #19-245 APPROVE AUTHORIZATION TO ADD BACK PARCELS INTO TIF DISTRICT 14 WHEREAS, on December 14, 2010, the City of Ramsey established TIF District 14 to help finance and facilitate development of The COR District and surrounding area; and WHEREAS, on May 27, 2014, the City Council adopted Resolution #14-05-094 removing parcels from the TIF District due to inactivity and the lack of a qualifying activity; and WHEREAS, From 2014 to present, qualifying activity has taken place on parcels that had been previously removed from the district and others that have had TIF and Development Agreements assigned to as referenced in the Ehlers Memo dated September 25, 2019; and WHEREAS, in order for Anoka County to authorize adding back parcels with base values other than the current year, a Writ of Mandamus and the subsequent court action is required; and WHEREAS, adding back the parcels identified in the parcel list on the Ehlers Memo dated September 25, 2019 will result in an increase in Tax Increment generated from TIF District 14 that will allow the City to reimburse itself for expense incurred and to pay outstanding obligations to developers. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby authorizes Staff to work with Briggs and Morgan to file and act on a Writ of Mandamus to bring parcels back into TIF District 14. 2) The City Council of the City of Ramsey authorizes expenditures from TIF District 14 in an amount not to exceed $30,000 to fund the Writ of Mandamus action, which is an eligible administrative expense within the district. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained:
