A roll call vote was performed by the Recording Secretary: <br />Councilmember Musgrove aye <br />Councilmember Riley aye <br />Councilmember Menth aye <br />Councilmember Kuzma aye <br />Councilmember Heinrich aye <br />Mayor LeTourneau aye <br />Motion carried. <br />Motion by Councilmember Riley, seconded by Councilmember Musgrove, to Adopt Resolution <br />#19-190 Granting Final Plat and Development Agreement Approval for River Walk Village. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Musgrove, Heinrich, <br />Kuzma, and Menth. Voting No: None. <br />7.03: Adopt Resolution #19-216 Accepting Metropolitan Council Tax Base Revitalization <br />Account (TBRA) Brownfield Cleanup Grant, Approving Grant Agreements, and <br />Authorize Request for Anoka County Housing and Redevelopment Authority <br />(ACHRA) Funds <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />accept the grant and approve one of the local match cost -share models outlined in the staff <br />report. <br />Councilmember Heinrich asked if staff could review how the ACHRA funds are used and <br />whether this is an appropriate use. She also asked in past instances whether the City has <br />provided 100 percent contribution or a 50/50 split. <br />City Administrator Ulrich provided additional details on the ACHRA fund and how those <br />proceeds can be used to benefit the community related to housing and economic development <br />projects. He provided examples of previous projects that were funded with the use of ACHRA <br />funds. <br />Community Development Director Gladhill stated that these situations are not encountered that <br />often and therefore the City has little experience with this large of a scale project and grant <br />reward. He stated that the last time grant dollars were used was related to the old municipal <br />center for research purposes, where the City provided 100 percent contribution. He noted that <br />either scenario would be appropriate and would not break policy. <br />Councilmember Kuzma asked for clarification on the payback of taxes to recoup the contribution <br />costs. <br />City Council / September 10, 2019 <br />Page 8 of 16 <br />
