CC Regular Session <br />Meeting Date: 09/24/2019 <br />By: Jeff Katers, Police <br />4. 16. <br />Information <br />Title <br />Approve contract with North Metro Animal Care and Control for animal impound services <br />Purpose/Background: <br />The city of Ramsey has contracted exclusively with the city of Anoka for animal containment services (pound) <br />since 2001. The city of Anoka will be closing the animal impound facility and redeveloping the property in the near <br />future. There have been discussions about re -building the facility but the final plans are undetermined at this point. <br />Several North Metro cities, including Anoka, have contracted with North Metro Animal Care and Control <br />(NMACC) of Andover for animal containment services. <br />The Ramsey Police Department is responsible for Animal Control in the city of Ramsey and requests approval of a <br />contract so this important service for residents is not interrupted. Staff requested a proposal from NMACC and it is <br />attached to this case. This professional services contract came in at an annual estimated expense to the city of <br />approximately $1,530 year. NMACC would be collecting an additional $1,320 per year in impound fees from <br />owners.These estimated amounts would be a significant reduction to expenses currently paid by both the city and <br />animal owners for pet containment. <br />The amounts paid by the city of Ramsey to the city of Anoka for animal containment services for the last five years: <br />2014 = 5135 <br />2015 = 3810 <br />2016 = 8050 <br />2017 = 8955 <br />2018 = 4610 <br />The amounts collected by the city of Ramsey from residents for animal containment services for the last five years <br />(including related fines/penalties per ordinance): <br />2014 = 6417 <br />2015 = 4810 <br />2016 = 4865 <br />2017 = 8583 <br />2018 = 5025 <br />Funding Source: <br />The budgeted amount for animal containment services is $8000 in 2019 and the same amount in 2020. The <br />estimated city cost of the contract with NMACC is $1530. <br />The estimated savings to the city would be $6470. <br />Recommendation: <br />Staff recommends approval of the attached professional services contract with NMACC for animal containment <br />services.
