A roll call vote was performed by the Recording Secretary: <br /> Councilmember Musgrove aye <br /> Councilmember Riley aye <br /> Councilmember Menth aye <br /> Councilmember Kuzma aye <br /> Councilmember Heinrich aye <br /> Mayor LeTourneau aye <br /> Motion carried. <br /> Motion by Councilmember Riley, seconded by Councilmember Musgrove, to Adopt Resolution <br /> #19-190 Granting Final Plat and Development Agreement Approval for River Walk Village. <br /> Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Musgrove, Heinrich, <br /> Kuzma, and Menth. Voting No:None. <br /> 7.03: Adopt Resolution #19-216 Accepting Metropolitan Council Tax Base Revitalization <br /> Account (TBRA) Brownfield Cleanup Grant, Approving Grant Agreements, and <br /> Authorize Request for Anoka County Housing and Redevelopment Authority <br /> (ACHRA) Funds <br /> Community Development Director Gladhill reviewed the staff report and recommendation to <br /> accept the grant and approve one of the local match cost-share models outlined in the staff <br /> report. <br /> Councilmember Heinrich asked if staff could review how the ACHRA funds are used and <br /> whether this is an appropriate use. She also asked in past instances whether the City has <br /> provided 100 percent contribution or a 50/50 split. <br /> City Administrator Ulrich provided additional details on the ACHRA fund and how those <br /> proceeds can be used to benefit the community related to housing and economic development <br /> projects. He provided examples of previous projects that were funded with the use of ACHRA <br /> funds. <br /> Community Development Director Gladhill stated that these situations are not encountered that <br /> often and therefore the City has little experience with this large of a scale project and grant <br /> reward. He stated that the last time grant dollars were used was related to the old municipal <br /> center for research purposes, where the City provided 100 percent contribution. He noted that <br /> either scenario would be appropriate and would not break policy. <br /> Councilmember Kuzma asked for clarification on the payback of taxes to recoup the contribution <br /> costs. <br /> City Council/September 10,2019 <br /> Page 8 of 16 <br />
