<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #19-249 <br /> <br />RESOLUTION AUTHORIZING CONSOLDATED RAIL INFRASTRUCTURE AND <br />SAFETY IMPROVEMENTS (CRISI) TRANSPORTATION GRANT APPLICATION <br />FOR HIGHWAY 10 RAMSEY GATEWAY IMPROVEMENTS <br /> <br /> WHEREAS, <br /> the existing at-grade intersections on US Highway 10/169 and at-grade <br />railroad crossings of the Burlington Northern Santa Fe (BNSF) railway at Sunfish Lake <br />Boulevard and Ramsey Boulevard are unsafe and result in traffic congestion and mobility issues <br />along US Highway 10/169, Sunfish Lake Boulevard and Ramsey Boulevard; and <br /> <br /> WHEREAS, <br />the City of Ramsey proposes to grade-separate US Highway 10/169 at the <br />intersections of Sunfish Lake Boulevard and Ramsey Boulevard, construct frontage roads on both <br />sides of US Highway 10/169, and grade-separate the Burlington Northern Santa Fe (BNSF) <br />railway crossing at Ramsey Boulevard; and <br /> <br />WHEREAS, <br />this improvement project is consistent with the goals and objectives of the <br />Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota <br />Department of Transportation (MnDOT) and the Anoka County Highway Department, and <br />broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka <br />County, MnDOT, and the Metropolitan Council; and <br /> <br />WHEREAS, <br />the City represents that this project meets the requirements of the <br />Consolidated Rail Infrastructure and Safety Improvements (CRISI) Transportation Grant program <br />thereby allowing the project to receive CRISI grant funding up to $25,000,000; and <br /> <br />WHEREAS, <br />the City has the capability to adequately fund its local cost share for this <br />public improvement project; and <br /> <br />WHEREAS, <br /> the City agrees to comply with all applicable laws and regulations as stated <br />in the grant agreement; and <br /> <br />WHEREAS, <br /> the City has the necessary capabilities to adequately develop, implement, <br />manage, and maintain this public improvement project. <br /> <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby authorizes staff to apply for up to $25,000,000 in <br />funding from the Consolidated Rail Infrastructure and Safety Improvements (CRISI) <br />Transportation Grant program for Highway 10 Ramsey Gateway improvements. <br /> <br /> <br />
