SAMPLE BYLAWS AND ENABLING RESOLUTIONS <br />EXTRACT OF MINUTES <br />OF MEETING OF THE CITY COUNCIL <br />OF THE CITY OF [NAMEOFCITY], MINNESOTA <br />HELD: , [Year] <br />Pursuant to due call and notice thereof, a regular or special meeting of the City Council <br />of the City of [NameofCity], Minnesota, was held at the [NameofCity] City Hall on <br />, [Year], commencing at p.m. <br />The following members of the Council were present: <br />and the following were absent: <br />Councilmember introduced the following Resolution and moved its <br />adoption: <br />RESOLUTION CALLING FOR PUBLIC HEARING ON THE QUESTION OF <br />ESTABLISHING AN ECONOMIC DEVELOPMENT AUTHORITY FOR THE CITY <br />IT IS HEREBY RESOLVED by the City Council of the City of [NameofCity], <br />Minnesota, as follows: <br />1. Recitals. <br />(a) The City is authorized pursuant to Minnesota Statutes, Sections 469.090 <br />through 469.1082, to establish an Economic Development Authority for the City. <br />(b) The Council desires to initiate the process for considering the <br />establishment of an Economic Development Authority. <br />2. Public Hearing . The Council shall hold a public hearing on the question of <br />establishing for the City an Economic Development Authority and the City Clerk is hereby <br />authorized and directed to cause notice of that public hearing, substantially in the form attached <br />to and made a part of this Resolution, to be published in the City's official newspaper once a <br />week for two consecutive weeks prior to the scheduled public hearing date, with the first <br />publication occurring no earlier than 30 days prior to the public hearing date. <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember and upon vote being taken thereon, the <br />following voted in favor thereof: <br />34 <br />
