<br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #19-245 <br /> <br />AUTHORIZATION TO ADD BACK PARCELS INTO TIF DISTRICT 14 <br /> <br /> WHEREAS, <br />on December 14, 2010, the City of Ramsey established TIF District 14 to <br />help finance and facilitate development of the COR and surrounding area; and <br /> <br />WHEREAS, <br />on May 27, 2014, the City Council adopted Resolution #14-05-094 removing <br />parcels from the TIF district due to inactivity and the lack of a qualifying activity; and <br /> <br />WHEREAS, <br />From 2014 to present, qualifying activity has taken place on parcels that had <br />been previously removed from the district and others that have had TIF and Development <br />Agreements assigned to as referenced in the Ehlers Memo dated September 25, 2019; and <br /> <br />WHEREAS, <br />in order for Anoka County to be authorized to add back parcels with base <br />values other than the current year, a Writ of Mandamus and the subsequent court action is required. <br /> <br />WHEREAS, <br />adding back the parcels identified in the parcel list on the Ehlers Memo dated <br />September 25, 2019 will result in an increase in Tax Increment generated from TIF District 14 that <br />will allow the City to reimburse itself for expense incurred and to pay outstanding obligations to <br />developers. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1)That the Ramsey City Council hereby authorizes Staff to work with Briggs and Morgan to <br />file and act on a Writ of Mandamus to bring parcels back into TIF 14. <br /> <br /> <br />2)The City Council of the City of Ramsey authorizes expenditures from TIF 14 admin in an <br />amount not to exceed $30,000 to fund the Writ of Mandamus action. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Musgrove, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Kuzma <br /> Councilmember Musgrove <br /> Councilmember Heinrich <br /> Councilmember Menth <br /> <br />and the following voted against the same: <br /> <br /> Councilmember Riley <br /> <br />
