Councilmember Elvig introduced ~e follOWing resolution and moved for its adoption: REsoLUTioN #05-03-072 A RESOLUTION ESTABLISHING! i ;THE RAMSEY HOUSING AND REDEVELOPMENT AUTHOa,~YUNDgR MINNESOTA STATUTES CHAPTER 469. WHEREAS, the 2001 City of Ram~ey cgmprehensive Plan identifies goals and policies which include, but are not limitedlto the fo 1Owing: providing a balanced supply of housing for people of all income levels, ethni¢~ty and physical abilities; to eliminate barriers to construction of affordable housing units; to add and Pr~S~rvelthe existing supply of affordable housing; to provide mechanisms to prevent and rem6ve blight in residential, industrial and commercial neighborhoods; and WHEREAS, the formatiO~ of a HOming! and Redevelopment Authority in the City of Ramsey, Minnesota, will serve as i~ tOol to i~plernent the goals of the Comprehensive Plan; and WHEREAS, on February 8, 2005, ~eiRa~sey City Council adopted Resolution #05-02- 050 providing fora Public Hearing to dcte, kqe the need for the establishment of a Housing and Redevelopment Authority; and WHEREAS, the public hearing i~oticeiwas published in the City's official legal newspaper on February 11, 2005; and WHEREAS, a Public Hca[ring purS~uant to the aforementioned Resolution was held on February 22, 2005, not less than 10 days and not more than 30 days after publication in the City's legal newspaper; and, WHEREAS, the City Cot~ncil has ic°ns!dered the comments from the Public Hearing, existing conditions in the City of ,Ramsey, !and the laws set out in Minnesota Statutes Sections 469.001 through 469.047 pertaining to the establishment of a Housing and Redevelopment Authority; and WHEREAS, the Anoka County i Housing and Redevelopment Authority and the Commissioner of the Minnesota: .Dtepartment of ~mployment and Economic Development have explicitly consented to the establiS .l~ment °fh Houking and Redevelopment Authority; and NOW THEREFORE, BE IT RESOLVED: BY iTHE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY,. STATE i. , :OF. MINNESOTA, that the City Council determines and finds the followffig: : 1. There exists in Ramsay, Mincesota,'. substandard, blighted areas that cannot be redeveloped without g0yernmen{ aSsis~nce; and, 2. There exists a shortage of safe~ decent, and sanitary dwelling homeownership and rental accommodations .for loW .and moderate income persons and families; and, 3.
