Our Misiion: To work tngether to resposNY grow our community. and to provide quality, cost-oiFecdve, and eiliclent gowemm*nt services. <br />CC Regular Session <br />Meeting Date: 11/12/2019 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Introduce Ordinance 419-14: 2020 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />7.2. <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such <br />items as building construction, business licenses, utility rates and planning and zoning. This schedule was <br />previously reviewed by the City Council at the work session of October 22, 2019. <br />A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the <br />schedule. The majority of the changes from 2019 to 2020 are reflected in the utility section related to sewer and <br />water rates. <br />In the Building Construction section, the only fee proposed to change is the Water Availability Charge (WAC) from <br />$1,331 to $1,365 per address as recommended in the City's 2017 Comprehensive Water System Study. <br />Under the Business section, the only change proposed is to switch from a per transaction fee for pawnbroker <br />transactions to an established yearly fee. See attached memo from City of Minneapolis in regards to this change. <br />The Professional Services section has only one change for Police Officer billable time to reflect the average 2020 <br />personnel costs (salary and benefits) of Patrol Officers and Sergeants for when their time is billed out for <br />respective events such as Game Fair. <br />The Utility Section has been updated to reflect the following increases: water usage rates at 2% per quarter and <br />sewer usage rates at 1% per quarter and Connection Charges (both sewer and water) at 2.5% which are all per the <br />2017 Comprehensive Sewer and Water Studies. Water and sewer laterals are proposed to increase at 3% for <br />residential and commercial construction based on the construction cost index since 2012. All of the proposed utility <br />rates are lower than the average 2019 metro rates for like utilities. <br />Notification: <br />The Schedule of Rates, Fees and Charges are adopted annually by ordinance. A public hearing on the ordinance is <br />normally held in November to allow the thirty -day waiting period and have the rates become effective January 1, <br />2020. <br />Observations/Alternatives: <br />
