Contract # C0004121 <br />JOINT POWERS AGREEMENT <br />NORTHWESTERN ANOKA COUNTY COMMUNITY CONSORTIUM <br />"NWACCC" <br />The parties to this Agreement are Anoka County, City of Andover, City of Anoka, City <br />of Coon Rapids, City of Ramsey, and Independent School District No. 11, all of which are <br />governmental units of the State of Minnesota. This Agreement is made pursuant to Minnesota <br />Statutes, Section 471.59. <br />ARTICLE I. GENERAL PURPOSE <br />The general purpose of this Agreement is to create an organization through which the <br />parties may jointly and cooperatively create a community -wide vision for positive youth <br />development which focuses on developing a detailed action plan to implement the results of the <br />Search Institute Youth Needs Assessment Survey. The organization concentrates on <br />encouraging community partnerships that improve the factors inhibiting healthy development <br />identified in the aforementioned study. The organization works to promote both the internal and <br />external assets identified in the study and assist youth in increasing their ability to make positive <br />choices in their lives. The organization will continually assess progress toward meeting that <br />detailed action plan to promote positive youth development and attempt to diminish or eliminate <br />influences that limit healthy youth development. The organization serves as a formal structure to <br />assemble a permanent Child and Youth Task Force that is responsible for implementing this <br />action plan on a permanent basis. The NWACCC has created a 501 (c)(3) corporation, Youth <br />First, as an organization to implement the goals and desires of the NWACCC. The NWACCC <br />may create additional 501 (c)(3) corporations as needed. <br />ARTICLE II. PARTIES <br />Section 1. The governmental units eligible to become parties to this Agreement are <br />Anoka County, City of Andover, City of Anoka, City of Ramsey, City of Coon Rapids, <br />Independent School District No. 11, and such other governmental units sharing common <br />concerns and designated by the Board from time to time. <br />Section 2. Any governmental unit desiring to enter into this Agreement may do so by <br />the duly authorized execution of a copy of this Agreement by its proper officers. Thereupon, the <br />clerk or other corresponding officer of the governmental unit shall file a duly executed copy of <br />the Agreement, together with a certified copy of the authorizing resolution or other action, with <br />the Board of Directors. The resolution authorizing the execution of the Agreement shall also <br />designate the first directors and alternate director. <br />ARTICLE III. BOARD OF DIRECTORS <br />Section 1. The governing and policy -making responsibilities of Northwest Anoka <br />County Community Consortium (NWACCC) shall be vested in its Board of Directors, which <br />shall control its property, be responsible for its finances, and direct its administrative affairs. <br />1 <br />
