ENTE~I POLICY FOR PROPOSED LA,ND USE CHANGES <br /> <br /> Recently, the Ramsey City Council and Planning Commission have met injoint meetings to <br /> discuss updating the Comprehensive Plan. The Comprehensive Plan is being updated to anticipate <br /> and facilitate future development, some of which is currently in fi'ont of the Planning Commission <br /> and City Council. At the last joint meeting held on February 24, 2005, both bodies heard that due to <br /> the need for the Metropolitan Council to fin/sh its systems plan, the City will not be able to <br /> complete the overall Comprehensive Plan update untiI the Fall of 2005. <br /> The City Council has approved two Comprehensive Plan Am~ents,(CPAs); one for the Gun <br /> Club property (Sweet Bay Ridge) and another for the Brook~eld:subdivision near Trott Brook. <br /> Several members of the Planning Commission expm. ksed a deske/t~5-wait;f6raction on these items <br /> until the overall Comprehensive Plan Update is compleied in th~-Fall'6f2~05iT:Xt their March <br /> meeting, the Planning Commission recommendeddin/a/!oftheCompreh~nSig~.Pla~-~endn~ents <br /> due.to the pending update of the Ramsey Comprehens~9~TPlan'~d.the lack; ~i/eview <br /> standards. Since the March meeting, Staffhas receive~an6ther~Ubdivision appli~ati6t~ that will <br /> require an expansion of the MUSA line (Marigold Pdn~ialoh~:'H~? 4_7) from Oakwood Land <br /> <br /> Given the fact that we are entering into the 2005bUildings,eason, th;"C[~ie6~cil and Staff are <br /> concerned that not allowing any of the prol~sed developments to be considered until the Fall of <br /> 2005 will ef~bctively bring to a halt severai-oppbrtun/fie~ for residential development in 2005. <br />RecogniTing the need to continue to foste~-deVelopn~r~f' and:h°[~e~ssarily delay worthy <br />development projects, the City Council ~:,g~ven Sta. ffdirecfionan.what criteria to use in the <br />interim until the Comprehensive plan Update is completed in:the Fall of 2005. The City Council <br />has also created a policy that willrdqufre that the~C)ml~ehensiye Plan Amendment to mn · <br />concurrently with the prelin4nm~ p!at approval proceSS,!)i~s' will allow for the Planning <br />Commission and City Council to:have all of the neces'sa~ information when considering a <br />development proposal.
