Setbacks and lot standards also vary across the plat. In the PUD portion of the plat there are 23 <br />townhouse units that do not meet setback requirements from the private roads and/or public street <br />fight of way. Most of the single-family lots do not meet R- 1 Residential standards for lot width <br />and area. These deviations are permissible because this portion of the development i's proposed <br />to be processed as a PUD. The townhouse units in the TC-4a district meet the lot requirements of <br />that district. <br /> <br />The site plan is proposing 6 different unit types: craftsman-style 8-pIex condominiums (E), two-story <br />8-plex townhomes (D), three-story 8-pIex townhomes (B), two styles of two-story 6-plex rowhouse <br />townhomes (A and C), and single-family. Allowable exterior treatments include brick, wood, and <br />vinyl siding. <br /> <br />The R-2 district has the following requirements for townhomes: <br /> <br />1. The front exterior building finish must consist of a minimum of 35% face brick, natural <br /> stone, or stucco (excluding window and door area in the calculation). This requirement <br /> shall also apply to the side of a building when it faces a public street. <br />2. Multiple-dwelling developments that face County highways, State highways, or MSA <br /> roads must vary structure orientation. <br />3. A minimum of 3 colors must be used for each multiple-dwelling building. A color palette <br /> must be submitted. Elements that may count towards this requirement include siding, <br /> trim, doors, and garage doors. <br />4. All multiple-dwelling structures must include at least 2 of the following architectural <br /> elements: <br /> <br />a. Articulated/cgntilevered fagade <br />b. Dormers <br />c. Articulated'roof line <br />d. Projected or inset windows <br />e. Balconies, porches, or decks <br />f. Window treatments, such as shutters or window boxes <br />g. Other elements approved by the City Council <br /> <br />The 35% masonry requirement may be waived in whole or in part based on the inclusion <br />of one or more of the following criteria: <br /> a. Two additional elements from the list under 4. are included' <br /> b. Two additional colors are included in the overall palette <br /> c. Decorative sidewalks (brick, stone inlays, etc) <br /> d. Other aesthetic enhancements deemed'to be appropriate by the City Council <br /> <br />None of the proposed townhouse units meet the brick requirements under #1, however all do <br />include additional colors and architectural elements, meeting the exception criteria under #5. The <br />Town Center Development Guidelines also require 35% brick on units in the TC-4a area, though <br />there is a similar exception process. Staff would recommend the Planning Commission consider <br />requiring additional brick on the units directly on Bunker Lake Blvd. <br /> <br />32 <br /> <br /> <br />
