within a 24 hour period; a 25% increase in this number is allowed if the property gains access <br />from a County, State, or MSA street. Green Valley Road qualifies under this definition. <br /> <br />There would be three vehicle trips in the morning and evening (partners/employee coming to <br />work and going home in the es'ening) with an additional round trip during the day (employee <br />going out to job sites). Additionally, Mr. Guzzo has stated that they occasionally receive large <br />truck deliveries, but the frequency of these deliveries fluctuates depending on the workload (at a <br />maximum, it could be up to three times a week). The end result is an average number of vehicle <br />trips, during a standard day, of about ten (10). The business is operated during standard business <br />hours of 8:00 AM to 5:00 PM, Monday through Friday and does not receive clients at the <br />property. <br /> <br />Recommendation: <br /> <br />The City has received several complaints regarding this business operation, which is how it came <br />to Staff's attention. The complaints generally focused on the increased traffic and deliveries <br />being made to this properly. More specifically, that large delivery trucks were stopping on Green <br />Valley Road to unload materials and obstructing traffic. Staff did contact Mr. Guzzo regarding <br />this matter and informed him that all deliveries must be accommodated on private property, <br />completely off of the public road right-of-way. <br /> <br />The approach to the accessory building is not paved, which makes it difficult for larger trucks to <br />pull in and unload materials. Furthermore, the unpaved area around the accessory structure does <br />not provide much opportunity to properly store the two small commercial vehicles associated <br />with this business. However, Mr. Guzzo has stated that he does intend to install asphalt this <br />spring leading to the accessory structure, down along its' side and also connecting to his existing <br />driveway, which would create a circular drive. This would provide easier access for the delivery <br />trucks as well as provide for some off-street parking spaces for the two commercial vehicles. <br /> <br />Some concerns that Staff has regarding this request include the delivery of materials by large <br />trucks, the number of deliveries, whether the property can accommodate these deliveries in a safe <br />manner (without obstructing and/or delaying traffic), and provide enough parking area to <br />properly store the two commercial Vehicles (they would need to be stored between the accessory <br />building and the home for screening purposes and there is a patch of evergreen trees that would <br />partially screen them from Green Valley Road) associated with this business. <br /> <br />While the property is more than eight. (8) acres in size, a large portion of it is located within the <br />floodway of Ford Brook, deeming much of the land as unbuildabte. Thus, both the house and <br />accessory structure are very near Green Valley Road, which creates a much smaller feel to the <br />property. The layout of the property is not really conducive to receiving large truck deliveries. <br />Furthermore, again because of the constraints of the property, all employee parking would be in <br />front of the accessory building or in the driveway, which are both in clear view of Green Valley <br />Road. Even if asphalt is installed, Staff is not sure that the commercial vehiclesic0uld be stored <br />in accordance with City Code (limited space between the side of the building and a retaining <br />wall) or that large delivery trucks could make the turn into and out of the property without <br /> <br /> <br />
