Preliminary Plat and Site Plan Review
Rum River Estates
April 1, 2005

limited, future street connections were not provided when the development to the north was platted and
much of the southern, boundary of this property is covered by wetlands.

Street names must be added to the preliminary and final plat documents. The' street names must be.
consistent with the Anoka County grid system. Staff suggests the street be 157th Avenue

The prelim/nary plat is proposing to provide a private street connection to the south. The preliminary plat
should be revised to provide for a future street connection that meets the City's public street standards.

10. Grading and Drainage. Grading, Drainage and Utility plans have been prepared by TEC Design We have
some specific comments regarding these Plans:

The minimum floor elevation for all units on the north side of the road must be 870.0 which is 2 feet above
the i00 year water level of the existing and proposed ponds. The new pond in the middle of the site should
be connected to the existing pond in River Pines 3~a with a. pipe or by excavating to .join the ponds.

The backyard drainage from lots 7 - 14 must be directed to a pond and not allowed to run directly to the
wetlands. The runoff currently is directed off the property onto the adjacent development.

· A ca~chbasin must be installed in the cul-de-sac, paved swales are not acceptable for draining runoff from
the street to the pond. The pond outlet should be a pipe connected to the wetland. ·

· The sanitary sewer line to the southeast will not be required, it does not provide the necessary elevation for
gravity connection to an existing lift station. The size and depth of the proposed sanitary, sewer can be
reduced. Connection to the existing lift station in River Pines ? subdivision is still required.

· The Street-connection and utility connections assume construction of the Shade Tree Cottages development.
Construction of this development will require acquisitiOn 10f easements, preparation of' additional plans and
construction outside the limits of the property if for any reason the Shade Tree Cottages developmen~ is
delayed or not constructed.

11. Wetlands. The subject property contains several wetlands. The plans indicate the wetlands have been
delineated. A copy of the delineation report must be forwarded to the city. The report must also be
forwarded to the Lower Rum River Water Management Organization for verification. The plan is showing
several areas where the wetlands will be impacted by construction. A sequencing plan for the impacts and
mitigation must be submitted to the city and Lower Rum River WMO.

The development contains wetlands that need to be protected. Staff is recommending that "No Mow" zones
be established along the edge of the wetland and that appropriate vegetation be established within the
wetland. Staff would suggest obtaining the seeding specifications established by MnDot be incorporated into
a portion of the wetland area.

74
