Preliminary Plat and Site Plan Review <br />Rum River Estates <br />April 1, 2005 <br />Page 5 of 5 <br /> <br />17. <br /> <br />Ground Cover/Irrigation. City Code requires all areas otherwise not improved to be established with sod; <br />Staff is assuming that the development Mil comply with this requirement. An irrigation system will need to <br />be provided throughout the development where sodded and landscaped areas are established. The proposed <br />irrigation system will need to be reviewed by the City Engineer. The irrigation system will need a dedicated <br />service(s) that must be shown on the utility plan. <br /> <br />18. Sidewalks. A sidewalk is required on one side of all public streets and must be shown on the plans. <br /> <br />19. <br /> <br />Trail Development. Trail development will not be required on the site since 'connection possibilities are <br />limited as noted in the comments on streets. Trail fees will be required as part of the platting process. The <br />project will be submitted to the April Park and Recreation Commission for review. Staff recommendation is <br />for requiring trail fees of $13,200 (24 units ~ $550/unit). <br /> <br />20. <br /> <br />Park Dedication. Park dedication can be met by land, cash or a combination of land dedication and cash <br />payment. Staff is recommending satisfaction of the park dedication requirement by payment of cash. The <br />proposed park dedication is $52,800 (24 units ~ $2200/unit). This recommendation will be made at the <br />April Park and Recreation Commission meeting. <br /> <br />21. <br /> <br />Sanitary Sewer and Water Trunk Fees: The city'has established a sanitary sewer and water trunk fee that <br />must be paid prior to release of the final plat for recording. Since the existing properties were not hooked up <br />to City Sewer and Water, all 24 lots will need to pay the Sewer and Water Trunk Fees. The 2005 Rate is <br />$2962 per lot. The total amount due is $71,088 ($2962 x 24 lots). This amount must be paid prior to the <br />release of the final plat for recording. <br /> <br />22. <br /> <br />St0rmwater Management Fee: A storm water management fee of $375 per lot must be paid for all new <br />lots created. The total amount due is $9,000 ($375 x 24 lots) and must be paid prior to release of the }inal <br />plat <br /> <br />23. Other Pe~:mits. The applicani is responsible for any other permits required by other regUlatory agencies. <br /> <br />The Planning Commission will be meeting at 7:00 p.m. on Thursday, April 7, 2005 at the Ramsey Fire Station <br />No. 1, 15050 Armstrong Blvd. NW, to review your preliminary plat and site plan. A copy of the case cover <br />sheet is enclosed.
