~Varrower lot widths for urban single-family lots. Current regulations require lots to be at <br />least 80 feet wide at the front-yard setback line. The proposed development shows lot widths <br />at 46 feet and 64 feet. <br />Reduced building setback. The development is proposing a 25 foot front yard setback, City <br />Code establishes a 30 foot .front yard setback, <br />Public Street exceeding length requirement: The preliminary plat is showing a public street <br />that exceeds 600 feet in length. The property does not lend itself to provide a connection to <br />existing streets or to provide two accesses from Potassium Street. <br /> <br />The PUD ordinance states that the developments should provide 20% public open space or 50% <br />private open space area. The development shows 59 % private open space. <br /> <br />Recommendation: <br /> <br />City Code states that within the R-1 District single family homes and town.homes are permitted at <br />a density not to exceed 4 units per acre if a Planned Unit Development (PUD) is processed. The <br />preliminary plat for the development of Rum River Estates shows a net density of 3.4 units per <br />acre, which is within the allowed density established in the R-1 District. The PUD rezoning <br />seems reasonable considering that the development is providing a type of housing style that is <br />similar to a single family development and seems compatible with existing residential <br />development located adjacent to the project area. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve findings of fact favorable to the applicant <br />and introduce an ordinance rezoning the property from R-1 Single Family to Planned Unit <br />Development. <br /> <br />-or- <br /> <br />Motion to recommend that the City Council deny the rezoning based on findings of fact. <br /> <br />PC: 04/07/05 <br /> <br />78 <br /> <br /> <br />
