25.The property is not in compliance with City Code requirements related to home-based businesses, <br />outdoor storage of inoperable vehicles, number of items stored outside, off-street parking <br />violations, and nuisance violations. <br />FINDINGS OF FACT <br />will <br />1.That the proposed use adversely impact traffic in the area. <br />will not <br />2.That the proposed use be compatible with the residential neighborhood due to (in part) <br />density, lot size and use of the surrounding lots. <br />will <br />3.That the proposed use be unduly dangerous or otherwise detrimental to persons residing or <br />working in the vicinity of the use or the public welfare. <br />will <br />4.That the proposed use substantially or adversely impair the use, enjoyment, or market value <br />of neighboring properties. <br />will <br />5.That the proposed use be hazardous or disturbing to existing or future neighboring uses. <br />will not <br />6.That the proposed use be served adequately by public facilities and services such as <br />highways and streets. <br />will <br />7.That the proposed use create excessive additional requirements at public cost for public <br />will <br />facilities and services, and it be detrimental to the economic welfare of the community. <br />will <br />8.That the proposed use involve activities and uses that would be detrimental to any persons, <br />property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, <br />glare, or odors. <br />9.That the operation of a waste hauling company with outdoor storage of multiple commercial <br />vehicles and commercial equipment is not consistent with the intent of the R-1 Residential (Rural <br />Developing) District (the “District”)which is to accommodatesingle-family dwellings. <br />10.That the outdoor storage of multiple waste containers is declared a public nuisance to surrounding <br />properties. <br />11.That the traffic generated by commercial vehicles is not consistent with the design of the <br />residential road section known as Baugh Street NW. <br />12.That the salvage of inoperable commercial vehicles for purposes of parts for other operable <br />commercial vehicles is not a permitted use within the Districtand is declared a public nuisance. <br />NOW THEREFORE, BE ITRESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />
