<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #19-279 <br /> <br />A RESOLUTION APPROVING THE ISSUANCE OF AN INTERIM USE PERMIT TO <br />CHELSEA AND ROBERT JONES TO MAINTAIN TWO PRINCIPAL BUILDINGS AT <br />16839 ST FRANCIS BLVD NW FOR A TEMORARY PERIOD OF TIME <br /> <br /> WHEREAS, <br />Chelsea and Robert Jones (the “Applicants”) have properly applied for an <br />Interim Use Permit to maintain a two dwellings, for an interim period of time, on the property <br />generally known as 16839 St Francis Blvd NW and legally described as follows: <br /> <br />Unplatted City of Ramsey, all that part of the north half of the Southeast Quarter of <br />Section 11, Range 32, Township 25, Anoka County, Minnesota, described as <br />beginning at the point of intersection of the north line of said Southeast Quarter with <br />the centerline of State Highway No. 47, said point of intersection being a distance of <br />571.70 feet east of the center of said Section 11 as measured along said north line of <br />the Southeast Quarter, thence southerly along said center-line for a distance of 195.20 <br />feet to the actual point of beginning of the the land to be hereby described, thence <br />east at right angles a distance of 726.21 feet thence south at right angles a distance of <br />300.00 feet, thence west at right angles to intersect said centerline of State Highway <br />No. 47, thence north along said center-line to the point of beginning (subject to that <br />part thereof taken for said State Highway No. 47) <br /> <br /> (“Subject Property”). <br /> <br />WHEREAS, <br /> the Planning Commission met on December 5, 2019 and conducted a duly <br />noticed public hearing and recommended City Council approval of the request; and <br /> <br />WHEREAS, <br /> the Ramsey City Code states that the recommendation of the Planning <br />Commission shall not be presented to the City Council sooner than 10 days after the final action <br />of the Planning Commission; and <br /> <br />WHEREAS, <br /> weather conditions conducive to installation of footings and foundation for <br />the new dwelling are a concern at this time of year; and <br /> <br />WHEREAS <br /> , the City is interested in advancing the construction of the new dwelling in <br />order that weather conditions to not place an extensive delay on the demolition and removal of the <br />existing homestead; and <br /> <br />WHEREAS <br /> , the City Council met and reviewed the request on December 10, 2019; and <br /> <br />WHEREAS <br /> , the Applicant is proposing to build a new home on the Subject Property while <br />living in the existing dwelling, and will tear down the existing dwelling once receiving a certificate <br />of occupancy for the new home. <br /> <br /> <br />
