P.W. CASE # <br />Update to Developments on NW corner of TH47 and Alpine Drive <br /> By: Brian Olson, Principal City Engineer <br /> <br />Background: <br />The purpose of this case is to give you an update on the implementation of the projects on the <br />Northwest corner of Trunk Highway 47 and Alpine Drive NW and to receive some direction on <br />how to proceed. <br /> <br />On May 28, 2002, the City Council granted preliminary plat approval with the contingency that <br />an overflow pipe for storm sewer purposes be constructed down 155th Lane NW to provide for a <br />positive outlet to the Rum River. This requirement complies with the Comprehensive Storm <br />Water Plan that was prepared for the Southeastern part of the City. <br /> <br />On July 11, 2002, Staff received a request to hold an informational meeting with the residents <br />along 155~h Lane to discuss the construction necessary to provide for this positive outlet. See <br />attached map to see the area being discussed. Construction of this pipe has been proposed by the <br />developer via two methods - boring and opencut trench. Tree loss and protection of the wetland <br />system in the area was the main topic of discussion and concern. It is Staff's opinion that the <br />boring technique for this project would be not only difficult due the flatness of the pipe but <br />extremely expensive and therefore not feasible. <br /> <br />Another topic of discussion that arose after talking with the residents was the restoration and <br />inconvenience that they would experience as a result of this project. Since practically the entire <br />road would be disturbed due the 18 foot depth of the storm sewer pipe in some areas, the question <br />arose regarding the installation of sanitary sewer and water pipes before the restoration was <br />completed. This leads to two complications: the timing of the construction and the responsibility <br />of cost to extend sewer and water to the neighborhood. <br /> <br />The construction timeline for the Developments to occur is this fall in August or September. This <br />timing works well for the development as any damage to trees can be minimized during these <br />months as Staff's experience with root and limb damage indicates that oak trees are less <br />susceptible to damage during these months, if handled properly. <br /> <br />The subject of cost responsibility was a major concern for the residents along this stretch of <br />roadway. As mentioned in the previous case dealing with the feasibility studies for the area south <br />of City Hall, the idea of the City taking on the cost of the initial installation was mentioned, but <br />not promised, as a possible solution. The residents along this stretch of roadway would have the <br />sewer and water installed at the City's expense and then reimburse the City when they decide <br />with trunk and lateral fees due at the time they hookup to the respective systems. <br /> <br />Action: <br /> <br />Based upon discussion <br /> <br />Reviewed by: <br />Director of Public Works <br />Finance Officer <br /> <br />PW: 07/16/02 <br /> <br /> <br />
