Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #20-002 <br />RESOLUTION GRANTING PRELIMINARY PLAT APPROVAL <br />OF GARDEN VIEW VILLAS <br />WHEREAS, DC Ramsey, LLC, hereafter referred to as "Developer," properly applied for Preliminary <br />Plat approval of the following described property located in the City of Ramsey: <br />Outlot E and Outlot D, Town Center Gardens 3' Addition, Anoka County, Minnesota <br />(the `Subject Property'); <br />WHEREAS, the City has received an Application for Preliminary Plat Approval for Garden View <br />Villas, which includes seventeen detached townhomes; and <br />WHEREAS, the Subject Property is zoned R-2 Medium Density Residential; and <br />WHEREAS, the Developer has proposed 50 foot -wide lots consistent with the R-2 Detached Villa <br />Zoning designation; and <br />WHEREAS, the Planning Commission reviewed the sketch plan on November 7, 2019; and <br />WHEREAS, the Planning Commission met and held a public hearing for the Preliminary Plat on <br />January 2, 2020 and recommended approval of the Preliminary Plat contingent upon increased plantings and <br />compliance with Staff comments; and <br />WHEREAS, the City Council reviewed the Preliminary Plat on January 28, 2020; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Ramsey City Council hereby grants preliminary plat approval for Garden View Villas in <br />accordance with relevant City Codes, subject to the following conditions: <br />a. Compliance with the Staff Review Letters <br />b. Compliance with all Staff Review Comments in ProjectDox. <br />c. Additional plantings satisfying Planning Commission and Environmental Policy Board (EPB) <br />recommendations to be reviewed and approved by Community Development Department. <br />d. Contingent upon final approval by City Engineer. <br />e. The Developer entering into a Development Agreement with the City. <br />f. Approved wetland delineation and 16.5 foot setback encumbered by easement. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />
