Councilmember Anderson inquired if the overall concern was that people might access C.S.A.H. <br />#5. <br /> <br />Councilmember Hendriksen replied yes. <br /> <br />Councilmember Anderson inquired as to why people would want to access C.S.A.H. #5. <br /> <br />Councilmember Hendriksen replied that people might want to access C.S.A.H. #5 to avoid the <br />traffic on T.H. #47. <br /> <br />Principal City Engineer Olson noted that if the emergency gate is installed there will still be 17 <br />new lots that will have to go through the existing development. <br /> <br />Councilmember Zimmerman replied that the residents agreed with that. He felt that the two <br />subdivisions could live peacefully with the road being removed. <br /> <br />Director of Public Works/Fire Chief Kapler stated that he would be opposed to any barricade <br />being placed on a City street. <br /> <br />Street Supervisor Riemer explained that he had contacted many communities regarding the use of <br />emergency access gates and none of them have gated off a public road. <br /> <br />Director of Public Works/Fire Chief Kapler stated that as public works staff they are concerned <br />about the maintenance issues with the barricade, certainly from a snowplowing issues it becomes <br />a huge maintenance issue. <br /> <br />Street Supervisor Riemer stated that the other thing he learned from other communities is that <br />where barricades are placed typically people will still go around them causing damage to the <br />surrounding properties. <br /> <br />Councilmember Hendriksen stated that he never thought the street should be included as part of <br />the development, he felt the land should be dedicated as park, but unfortunately the Council felt <br />otherwise and the barricade was the solution at that time. He stated that the Council needed to <br />honor some of the commitments they make to their citizens. To resolve the issue all they have to <br />do is realign one lot line. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to <br />recommend that the City Council direct the developer to realign the lot lines and turn 158th <br />Avenue NW into a trail or park, similar to what was done in Northfork for emergency purposes. <br /> <br />Further discussion: Councilmember Anderson expressed concern with only one access in and <br />out of the neighborhood. Councilmember Kurak stated that she did not think that the City should <br />have gated communities, especially when there is only one access in and out of the development. <br />She stated that the streets are owned by the City and are used by everyone and felt that the <br />individuals that are moving into the City will be respectful.
