Case #4: Consider No Parking on 143rd Avenue NW

Principal Principal City Engineer Olson stated that the purpose of the case was to consider the
resolution for establishment of a No Parking zone between Jaspar Street NW and Ebony Street
NW along 143rd Avenue.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City
Council pass Resolution #02-05- establishing no parking regulations on both sides of 143rd
Avenue NW between Jasper Street NW and Ebony Street.

Further discussion: Councilmember Hendriksen inquired as to how wide of street how wide of a
street 143~a Avenue is. Principal City Engineer Olson replied 40 feet. Councilmember
Hendriksen stated that he thought a 40-foot wide road could accommodate parking on both sides.
Principal City Engineer Olson replied that the road can accommodate parking on both sides, but
the problem is the employees parking along the road from Vision Ease makes it difficult for
semi's to get through. Councilmember Hendriksen stated that if they can't get a semi down a
street that is 40 feet wide how are they going to get a fire truck down a 32 feet wide street with
parking. Councilmember Zimmerman inquired if they should ban parking along the entire length
of 143rd Avenue so that they are not impacting one business or limiting parking to only one side
of the road. Principal City Engineer Olson replied that Vision Ease is attempting to keep
employees off the streets so they are in support of the no parking restriction. Mayor Gamec
noted that there is adequate parking spaces in the Vision Ease parking lot and they should be
using them. Principal City Engineer Olson noted that the concern is the turning movements with
the parked cars. Councilmember Hendriksen inquired if the road will be posted no parking.
Principal City Engineer Olson replied yes. Councilmember Hendriksen recommended that a
resolution be passed that would permit the Police Department to post no parking signs where
ever it might be deemed necessary. Mayor Gamec suggested that they resolve this issue first and
then direct staff to bring forward another resolution. Councilmember Hendriksen stated that he
was surprised that the Police Chief was unable to post no parking signs without Council
approval.

Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to amend the motion and
recommend that the City Council direct staff to prepare a resolution that would authorize the
Police Chief to post no parking signs as he deems reasonable.

Amendment carried.
