Principal City Engineer Olson stated that the purpose of the case was to update the Committee on <br />the implementation of Highlands at River Park and give the people along Alpine Drive an <br />opportunity to speak. Since the Highlands at River Park will affect Alpine Drive between Trunk <br />Highway 47 and Roanoke Street NW, staff asked the Developer to send a notification to the <br />residents along Alpine Drive to inform them of the reason for the disruption as well as give them <br />an opportunity to speak about the project. The original plan to extend sewer and water to this <br />subdivision indicated that the sanitary sewer was to be located 3 feet from the north curbline on <br />Alpine Drive. In an effort to save as many trees and landscaping as possible we shifted the <br />alignment of the sewer (which is 18 feet deep) 6 feet to the south. The Contractor has agreed to <br />install trench boxes for the first 12 feet of depth to minimize the amount of disruption. One lane <br />of traffic will be maintained throughout the process except while the crossings are made in the <br />street at Barium Street NW, Zuni Street NW and Yakima Street NW. During the installation of <br />these crossings, the road will need to be closed, for a period of a day per crossing. The <br />Contractor has agreed to restrict his hours of operation during these crossings and all <br />construction activity on Alpine Drive to 9:00 a.m. - 4:00 p.m. The Contractor has requested that <br />construction activity be allowed before school ends. Staff feels that pedestrian safety is a must <br />and has required that no construction activity occur until after schools lets out. <br /> <br />Mayor Gamec inquired as to how long it would take to complete the work. <br /> <br />Principal City Engineer Olson replied that they are estimating four to six weeks. <br /> <br />Councilmember Zimmerman stated that 18 feet deep is very dangerous and would prefer that the <br />road was shut down entirely to get the work done sooner. <br /> <br />Principal City Engineer Olson replied that the contractor could complete the work in two weeks <br />if the road was shut down. <br /> <br />Councilmember Kurak inquired as to what the traffic count was during the peak hours. <br /> <br />Principal City Engineer Olson replied that there are 1,200 vehicles on the road way during the <br />day. <br /> <br />Councilmember Kurak stated that she would agree with closing the road for two weeks. <br /> <br />Mayor Gamec agreed as well. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to recommend that <br />the City Council authorize Alpine Drive to be closed between T.H.//47 and Roanoke Street for <br />two weeks to allow the project to be done sooner. <br /> <br />Further discussion: Principal City Engineer Olson noted that there will be some restoration <br />issues, but the contractor has assured staff that they would be completely done with curb and <br />gutter and new bituminous within four weeks. Councilmember Zimmerman requested that staff <br />send out notices that there will be construction in the area.
