Chairperson Zimmerman called the regular Public WOrks Committee meeting back to order 8:04
p.m.

Case #5: UPdate to Developments on NW corner of TH47 and Alpine Drive

City Principal City Engineer Olson stated that the purpose of this case is to provide an update on
the implementation of the projects on the northwest corner o f T rank Highway 4 7 a nd Alpine
Drive NW and to receive some direction on how to proceed. He reviewed that on May 28, 2002,
the City Council granted preliminary plat approval with the contingency that an overflow pipe for
storm sewer purposes be constructed down 155th Lane NW to provide for a positive outlet to the
Rum River. This requirement complies with the Comprehensive Storm Water Plan that was
prepared for the Southeastern part of the City. He explained that on July 11th he met with Ms.
Pomeroy and several residents in the area of TH47 and Alpine Drive, where the new
development is required to put in a storm sewer outlet to the Rum River down 155th Lane. They
discussed the aligmnent and a number of concerns in the area. They discussed restoration,
inconvenience, and the question as to whether sanitary sewer and water pipes should be installed
since the entire road will be ripped up. They notified a number of people along that stretch. He
made no Promises to the residents as it relates to financing and informed them it would be good
to come to this meeting as it would be discussed with the other feasibility studies, this would give
the people the opportunity to speak.

Councilmember H endriksen questioned why residents would b e informed the water would be
installed at City's expense, as the report states the City would be reimbursed at the time of hook
up.

Principal City Engineer Olson responded he miswrote this portion of the report, he specifically
said it was a proposal to the City Council from the feasibility report south of City Hall and it
would be discussed tonight. Based on how the Council decides that it may be discussed for this
area. He did not intend to promise any sewer or water extension.

Public Works Committee/July 16, 2002
