they have the development going in and they have the access for the drainage. She asked why <br />their needs are not being addressed. <br /> <br />Principal City Engineer Otson explained the reason the feasibility study was not done is that it is <br />required when any assessment is being considered. This is all being funded by the developer; it <br />was not until the residents brought a question to him as to if sewer and water installation should <br />be done that he brought it to the Council. <br /> <br />Ms. Miller stated it seems like this is just being whipped through and they are not being <br />considered. She stated they are not just going to whip this throughand start on August 1 it <br /> <br />Principal City Engineer Olson explained the final plat is due next Tuesday, the discussion is due <br />then for these four developments. Without a good reason to deny, the developer only needs to <br />comply with the contingencies. The City asked for a functioning storm sewer system and by not <br />cooperating with the developer they would be taking away his right to develop that property if he <br />is complying with all the contingencies. <br /> <br />Ms. Miller stated they did not do a study to say what is the best route, she asked if there are any <br />other studies or other options. <br /> <br />Mayor Gamec explained this follows the storm drainage plan through the City. <br /> <br />Chairperson Zimmerman questioned why they did not notify the residents regarding running the <br />sewer down this street. <br /> <br />Ms. Miller stated three different times there were assessors on their property with no notification <br />from the City. <br /> <br />Jan Pomeroy, 5430 155th Lane NW, stated communication with anyone means a lot and is <br />valued. As taxpayers and residents they need to be respected. If they were respected as residents <br />they would respect the Council's decisions, She thanked Brian Olson for going above and <br />beyond to work with them. She stated they bought their homes with established oak trees, it is <br />worth it to move this plan out into the street and save her yard and she is going to get her <br />neighborhood together. <br /> <br />Mark Barrett, 5221 155th Lane NW, stated he was at several meetings last summer considering <br />the development east of him. He is trying to be' civil, as he is very angry as to what is going on <br />with the Council and their approach to this whole area of his neighborhood. Back to last year, <br />they were denied an access-only gate for their street and the Council just passed one for someone <br />else. He realizes this was a private road and a different issue, however, he feels a select interest <br />group was honored. He stated he has had several discussions with Brian Olson and he <br />appreciates much of his input. He was not able to make the planning session at Jan Pomeroy's <br />house and has not seen where they are going to put this through. He explained that last year they <br />were told the drainage would come down 155th Lane.
