An effective department adds significant value <br />to the City by enhancing its livability. <br />The purpose of the [entire chapter name in PSP] is to explore <br />relevant theory in recreation programming, identify a need and <br />framework for future programs, and put in place realistic goals <br />and strategies to achieve them. As the City that is relatively <br />new to recreation programming, it is vital we build a strong <br />foundation in recreation to effectively develop partnerships, <br />create services that are efficient, effective and yield a continuing <br />return on investments. This chapter is organized into x distinct <br />sections. It will begin with background information on <br />demographics and trends in Ramsey, [call for need/impact of <br />recreation], [this chapter] is designed to interconnect with <br />the 2040 Comprehensive Plan and approved Strategic Action <br />Plan.
