An effective department adds significant value <br />to the City by enhancing its livability. <br />The purpose of the [entire chapter name in PSP] is to explore <br />relevant theory in recreation programming, identify a need and <br />framework for future programs, and put in place realistic goals <br />and strategies to achieve them. As the City that is relatively <br />new to recreation programming, it is vital we build a strong <br />foundation in recreation to effectively develop partnerships, <br />create services that are efficient, effective and yield a continuing <br />return on investments. This chapter is organized into x distinct <br />sections.
