Environmental Policy Board (EPB) 5. 4. <br />Meeting Date: 01/13/2020 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title: <br />Review Landscape Plan for Amended Preliminary Plat of Riverstone Addition <br />Purpose/Background: <br />Riverstone LLC (the "Applicant") has applied for a revised Preliminary Plat for the subdivision known as <br />Riverstone, which is located south of Alpine Drive, north of the railroad tracks, and on the west side of Puma St <br />NW (the "Subject Property"). The proposed revision is in the northern portion of the site (undeveloped as of now) <br />and would eliminate the previously approved attached townhomes and replace with more detached villas, which is <br />the primary product offered in Riverstone. The proposed amendment to the Preliminary Plat does have a minor <br />impact on the approved Landscape Plan for the subdivision. <br />Observations/Alternatives: <br />The proposed amendment to the Preliminary Plat would eliminate all attached townhomes from the project and <br />continue on with the detached villa concept that exists across much of Riverstone. Ultimately, the revised plans <br />result in three (3) fewer trees; however, the proposed plantings are now more consistent with the streetscaping of <br />the southern two thirds of the project. There is no change to the proposed species nor is there any changes in species <br />size. <br />The Riverstone subdivision was approved as a Planned Unit Development (PUD), which provides some flexibility <br />regarding various standards. The project includes some larger areas of open space, including trails and park space, <br />not necessarily common with all development. This additional greenspace allowed for additional plantings <br />throughout the project site.
