Anoka County <br />MINNESOTA <br />Respectful, Innovative, Fiscally Responsible <br />Anoka County 2019 <br />Multi -Jurisdictional <br />All Hazards Mitigation Plan <br />The steps in updating the Hazard Mitigation Plan were discussed, including the need for <br />ongoing coordination throughout the entire planning process and the need to reach out to <br />organizations that may not have been represented in the previous plan update. Specific data <br />was provided, including the Capability Assessment Survey and hazard and mitigation tools used <br />in the previous update. Specific issues including the need to review, analyze, and incorporate <br />existing information that may be helpful to process such as mitigation or hazard -related plans, <br />policies, programs, studies, reports and technical documentation were discussed. Agendas for <br />future meetings were outlined, including the first official public meeting of the Mitigation Plan <br />Planning. <br />The Mitigation Plan Project Kickoff Public Meeting was held to present the project and its' <br />benefits and requirements to all participating jurisdictions attendees and invited stakeholders. <br />The intent of the first session meeting was to educate participants on the mitigation planning <br />process and to explain DMA2K multi -jurisdictional planning requirements. The meeting began <br />with a detailed presentation of the mitigation planning process. The presentation introduced the <br />concept of hazard mitigation and detailed the mitigation planning process to be followed. <br />Preliminary data collection efforts for the risk and capability assessment tasks associated with <br />the development of the Plan were discussed. Specific data collection needs were explained, <br />including the need for any available local hazard risk data unique to Anoka County. <br />Following the presentation, Anoka County Emergency Management addressed questions raised <br />by the attendees. These primarily related to the methodologies and data requirements for <br />completing the risk and capability assessments and the types of mitigation actions each <br />jurisdiction should consider for inclusion in their updated Mitigation Action Plans. <br />A project plan/timeline was presented to focus the Mitigation Plan Planning Committee on the <br />required tasks and timeline to complete the Mitigation Plan. <br />Data collection efforts were launched through the distribution and explanation of the existing <br />data to each member of the committee to review for their jurisdiction. Each committee member <br />was assigned the task of meeting with appropriate officials from their respective agency or <br />jurisdiction to review and update the information for their jurisdiction. <br />During the original planning process there was concern was expressed regarding the formal <br />adoption of the plan by each of the jurisdictions at the end of the process. It was explained by <br />Anoka County Emergency Management that each of the committee members shared a role in <br />being ambassadors for mitigation, along with the responsibility of educating elected officials and <br />other stakeholders in their communities. Continued education, awareness, and public <br />involvement efforts will enhance support and consensus on agreeable mitigation action <br />alternatives for Anoka County. During the comprehensive update, Anoka County and the plan <br />participants would continue to use this process during the comprehensive update. <br />The Anoka County Community Meeting date was published on the Anoka County Website as <br />required for all public meetings. The meeting was attended by representatives of Anoka County <br />Emergency Management though the attendance from businesses and residents of Anoka <br />County fell short of our attendance goal. <br />17 <br />
