Anoka County <br />MINNESOTA <br />Respectful, Innovative, Fiscally Responsible <br />Anoka County 2019 <br />Multi -Jurisdictional <br />All Hazards Mitigation Plan <br />4.2.2.6 Active Violence <br />Active Violence includes an active shooter/ hostile intruder who is actively engaged in killing or <br />attempting to kill people in a confined and populated area by any means including but not <br />limited to firearms (most frequently used), bladed weapons, vehicles, or any tool that in the <br />circumstance in which it is used constitutes deadly physical force. <br />4.2.2.7 Terrorism <br />The Federal Bureau of Investigation (FBI) defines terrorism as "the unlawful use of force against <br />persons or property to intimidate or coerce a government, the civilian population, or any <br />segment thereof, in the furtherance of political or social objectives." Events typically would be <br />expected in urban areas near public gatherings, government facilities, or highly visible areas, <br />but no one area is less likely to be a target than any other. <br />Terrorism is the use of force or violence against people or property for the purposes of <br />intimidation, coercion, or ransom. Terrorists use threats to create fear among the public, to <br />convince citizens that governments are powerless to prevent terrorism, and to get publicity. <br />Most terrorist incidents have involved small extremist groups who use terrorism to achieve a <br />designated objective. Local, state and federal law enforcement officials monitor suspected <br />terrorist groups and try to prevent or protect against a potential attack. Additionally, the U. S. <br />Government works with other countries to limit support for terrorism. <br />The FBI categorizes terrorism in the United States primarily as one of two types - domestic <br />terrorism or international terrorism. <br />• Domestic terrorism involves groups or individuals whose terrorist activities are <br />directed at elements of our government or population without foreign direction. <br />• International terrorism involves groups or individuals whose terrorist activities are <br />foreign -based and/or directed by countries or groups outside the U. S., or whose <br />activities transcend national boundaries. <br />Terrorist events in this country have included the 1993 bombing of the World Trade Center in <br />New York, the U. S. Capitol, Mobil Oil's corporate headquarters in New York City, and the <br />bombing of the Alfred P. Murrah federal building in <br />Oklahoma City. More recently, the World Trade Center <br />Buildings and the Pentagon were the targets of a well - <br />planned terrorist attack involving the use of commercial <br />aircraft as flying bombs. <br />A terrorist attack can take several forms, depending on <br />the technical means available to the terrorist, the nature <br />of the political issue motivating the attack, and the points <br />of weakness of the terrorist's target. Bombings are the <br />most frequently used method in the U. S. Other <br />possibilities include an attack at transportation facilities, <br />utility systems or other public services, or an incident <br />involving chemical or biological agents. <br />Chemical & biological weapons: There are four major categories under which the chemical <br />agents may be classified: <br />86 <br />
