Anoka County <br />MINNESOTA <br />Respectful, Innovative, Fiscally Responsible <br />Anoka County 2019 <br />Multi -Jurisdictional <br />All Hazards Mitigation Plan <br />Geospacial Analysis software from ESRI that Anoka County Emergency Management would <br />like to purchase in the future to provide for additional features in HAZUS-MR. <br />Qualitative Methodology relies less on technology, and more on historical and anecdotal data, <br />community input, and professional judgment <br />regarding expected hazard impacts. The qualitative <br />assessment is built around varying degrees and <br />weights of risk values as assigned by the consensus <br />of Anoka County's Hazard Mitigation Steering <br />Committee. <br />The vulnerability assessment for Anoka County uses <br />a scoring system based on the adjacent table. <br />Risk Analysis In 2011 Anoka County completed a <br />risk and hazard assessment using Digital Sandbox. <br />The results are being used to assess and review the <br />natural and manmade risks to Anoka County. On an <br />annual basis updates are conducted using the <br />Department of Homeland Security THIRA (Threat <br />Hazard Identification Risk Assessment) <br />methodology. <br />4.4.1.1 Countywide Hazard Vulnerability <br />After analyzing and evaluating all available data, the <br />Emergency Management Group developed the <br />hazard history vulnerability assessment. The table <br />below lists the hazards identified by the group as <br />hazards that have impacted Anoka County and its <br />municipalities in the past and the potential hazards <br />that could impact the county and its municipalities in <br />the future. The committee then used the risk table <br />developed previously to determine the county's <br />degree of vulnerability to each hazard. <br />When historical information for all selected hazards <br />is evaluated and scored, flooding is the number one <br />hazard that has impacted Anoka County. It was <br />recognized that the availability and quantity of data varied significantly between hazards and <br />thus impacted evaluations. The results of these studies will be used to increase the <br />readiness of Anoka County and it's jurisdictions to respond to large-scale events and disasters <br />108 <br />
