Anoka County <br />MINNESOTA <br />Respectful, Innovative, Fiscally Responsible <br />4.4.7 Land Use and Development) Trends1 <br />Anoka County 2019 <br />Multi -Jurisdictional <br />All Hazards Mitigation Plan <br />ANOKA COUNTY <br />Changes in Development — Anoka County continues on a <br />sustainable growth rate as development and re -development <br />continue across the entire county. Each of the jurisdictions <br />has provided updates on the land use and development that <br />has occurred within their jurisdiction. <br />The planning and economic development plans provide a <br />roadmap for the future of Anoka County. The Metropolitan <br />Council and jurisdictions within Anoka County have <br />completed the Thrive MSP 2040 a 30-year vision for the <br />Twin Cities Metropolitan Region. This document serves as <br />the regional comprehensive planning guide. In 2017 Anoka <br />County, business, and development partners completed the Economic Development Business <br />Recruitment Roadmap. The roadmap provides guidance to Anoka County and the development <br />partners to setup Anoka County's economy for a successful future. <br />Multi hazard Requirement <br />§201.6(c)(2)(ii)(C): [The plan <br />should describe vulnerability in <br />terms of] providing a general <br />description of land uses and <br />development trends within the <br />community so that mitigation <br />options can be considered in <br />future land use decisions. <br />A. Does the plan describe land <br />uses and development trends? <br />One of the goals in Thrive MSP 2040 is have each community identify local mitigation and <br />adaptation strategies and infrastructure resiliency plans to protect against potential negative <br />impacts to local economies, local resources, and infrastructure systems that result from more <br />frequent or severe weather events. <br />An increase in new large multi -floor multi -tenant housing has been identified as a new risk to <br />Anoka County. The fire departments within Anoka County have been mitigating this risk though <br />the acquisition of new firefighting equipment that is capable of responding to multi -floor <br />residential structures to contain and extinguish structure fires. The number of multi -tenant <br />housing permits that have been issued from 2013 to 2018 are included in Section 3.4. <br />The regulatory authority within each jurisdiction is an identified tool that can reduce vulnerability <br />though planning and regulatory controls. Building codes and zoning requirements are some <br />examples of regulatory controls. The tools available to each of the jurisdictions are available in <br />section 5.1.3.1. <br />Geographic location and characteristics - Anoka County is one of the seven metropolitan <br />counties that make up the Twin Cities. It is situated in the northwestern portion of the <br />Minneapolis -St. Paul metropolitan area. Anoka County is located in the eastern part of the State <br />of Minnesota, roughly midway between the state's northern and southern boundary. It is <br />bounded on the north by Isanti County, on the east by Chisago and Washington Counties, on <br />the south by Ramsey County, on the south and west by Hennepin County, and on the west by <br />Sherburne County. The Mississippi River forms the southwestern boundary between Anoka <br />County and Hennepin County. Anoka County lies on both sides of the Rum River, which enters <br />the county approximately 20 miles north of its confluence with the Mississippi River in the City of <br />Anoka. The Rum River enters Anoka County in the City of St, Francis and flows south through <br />the Cities of Oak Grove, Ramsey, Andover, and finally Anoka. Anoka County has a total surface <br />area of 430 square miles. This includes approximately 320 square miles of land surface, 90 <br />square miles of wetland surface, and 20 square miles of lakes and streams surface. The <br />southern portion of the county is mostly urbanized and the northern portion of the county is rural <br />in nature.
